Only Incumbents Need Apply: Inside Chinese Financial Institutions’ Tenders for AI Agent Platforms

Bohai Bank wanted an AI agent platform. To bid, you had to have sold one to the head office of a top-tier Chinese bank already. The first round failed for lack of qualified bidders.

The clause

On 9 January 2026, China Bohai Bank (渤海银行) published a competitive procurement notice for an “agent engineering platform” (智能体工程平台, project no. BHGJ-2025-083A). One qualification requirement stands out. The product being bid, or another version of the same product, must have:

“…a contract case, signed from 1 January 2023 to date, for a comparable agent engineering platform project at the head-office level of one of the six large state-owned commercial banks, one of the twelve joint-stock commercial banks, the development finance institution, or one of the two policy banks.”

The reference case also had to be an agent development platform, a large-model platform, or a large-model knowledge system, and its deliverables had to include the product being bid.

That list adds up to 21 institutions: 6 + 12 + China Development Bank + 2 policy banks. A vendor with a strong product but no head-office deployment at one of those 21 could not bid.

What happened next

  • 30 Jan 2026: Bohai Bank declared the tender failed. The stated reason: “the number of suppliers that substantively responded to the procurement documents was insufficient.”
  • 30 Jan 2026, same day: the tender was reissued with the same reference-case clause.
  • 20 Mar 2026: after a competitive procurement held on 6 March, the contract went to Shenzhou Shuma Rongxin Software Co., Ltd. (神州数码融信软件有限公司).

The notice does not say how many vendors bid or why they failed. We can confirm the sequence: a high threshold, one failed round, a reissue with the same threshold, then one winner.

Not just Bohai

Our database covers 111 Chinese bank, insurer and broker procurement portals. It holds 35 notices with “智能体” (AI agent) in the title from 2025 to 11 June 2026: 13 in 2025 and 22 in the first five and a half months of 2026. They come from 12 institutions across banking, insurance and securities.

Why the bar is this high (our reading)

An agent platform is designed to call other systems and act inside them. A bank that buys one is giving software operational reach across its own estate. Risk teams respond the usual way: they ask for proof that someone bigger has already run it in production.

The effect is reference lock-in. The first vendors to land head-office deployments at the largest banks get a credential that later tenders turn into a filter. Mid-sized banks can borrow big-bank validation this way. The cost is a smaller bidder pool, and some rounds fail outright.

For vendors, the implication is plain: in Chinese financial AI, the first contract at a top-21 head office may be worth more than the product roadmap.

Method and limits

  • Source: public notices on the official procurement portals of 111 Chinese financial institutions, collected by our crawler. Snapshot of 12 June 2026, with data up to 11 June 2026.
  • Selection: notices whose title contains “智能体”. One 2018 notice about a sports event was excluded.
  • Coverage gap: many notices in this set were captured with title only, without body text. Qualification clauses and winners are therefore confirmed for only a subset. Absence of a clause in our data does not mean absence in the tender.
